Mr. Aliyu Aminu Ahmed is a seasoned Monitoring, Evaluation, and Learning (MEL) expert with over 26 years of experience designing and implementing strategic MEL frameworks across sectors such as MSMEs, economic growth, job creation, WASH, democracy, peacebuilding, governance, and gender.

He holds an MSc in Project Management (Salford University), a certificate in Participatory M&E (Wageningen University, Netherlands), postgraduate studies in Data Science and Business Analytics (University of Texas–McCombs), and a Bachelor of Tech in Statistics (Federal University of Technology, Yola). Aliyu combines academic depth with practical expertise and strong analytical and reporting skills.

He has led MEL for major initiatives including World Bank’s SEEFOR, SFTAS, SURWASH, and programs supported by UNDP, DFID, and USAID (e.g., NDI-CEPPS, NERI, HPP, AIM). His work includes developing RBM tools for Nigeria’s Federal M&E system, M&E policies for Gombe and Adamawa States, and supporting system strengthening across states like Lagos, Bauchi, and Delta.

Aliyu has contributed to strategic planning and MEL for ECOWAS countries and supported the OVP-DU in evaluating the NSIP. He is the founding President of the Nigeria Association of Evaluators (NAE), Convener of DASMEA, and a member of AfREA, the American Evaluation Association, and RHSC’s Advocacy & Accountability Working Group.

Known for his participatory evaluation approach, use of AI in MEL, and exceptional communication and collaboration skills, Aliyu is widely respected for advancing evidence-based decision-making and performance management.
