Joe Welinske (he/him) is an enterprise accessibility strategist who helps organizations move from reactive compliance to structured, scalable accessibility capability.
For over a decade, Joe has served as Accessibility Director at Blink, guiding cross-functional teams across UX, engineering, product, and leadership to integrate accessibility into governance models, research practices, and design systems. His work focuses on operational maturity, executive alignment, and sustainable systems — not remediation cycles.
Joe holds CPACC and DHS Trusted Tester certifications and has taught accessibility and UX at the University of Washington, UC Silicon Valley Extension, and Bellevue College. He is currently writing A Practical Approach to Accessible Design.
In addition to his strategic accessibility work, Joe produces industry conferences including ConveyUX and other professional events in UX and technical communication. He has authored multiple books on user assistance and digital communication and has been working in the field since 1984.
Increasingly, Joe advises leadership teams on accessibility governance, risk alignment, and long-term digital inclusion strategy. He is open to board and advisory roles where oversight of accessibility, UX governance, and inclusive design ethics are strategic priorities.
He works selectively in roles that require executive-level accessibility strategy, fractional leadership, or structured maturity development.
