Kel is a passionate practitioner and advocate for strategy and performance. Through his extensive research, award-winning career and solid education background, he has created fioh - a unique strategy management approach for public sector organizations.

Prior to this innovation, he has spent more than a decade in the public sector and led the work in strategy and performance management in multiple roles and organizations. His work was awarded the Certificate of Distinction in Performance Management by International City/County Management Association (ICMA) four years in a row between 2016 and 2019. He presented in multiple conferences to share success stories.

Outside work, he serves at the Performance Management Advisory Committee, ICMA and contributes regularly to the Public Management magazine, ICMA.
